According to investigators, 70-year-old Thomas Hines was traveling southbound on 1st Street, approaching a stop-sign, on his modified electric bicycle. A 2020 Honda Odyssey Van, driven by 68-year-old Debra Sander, was traveling eastbound on 18th Avenue.
