Please refer to the attached TA which explains the upcoming launch of the new DL pilot beginning later today. Following the pilot phase, the new DL will be rolled out statewide by July 31, 2024. Any customer residing outside the pilot county will receive the new DL with their original, renewal, or replacement transaction. Both the new and old DL numbers will be linked. Summary: On June 24, 2024, a new federal rule was signed by Attorney General Merrick B. Garland granting the Federal Firearm Licensees (FFLs) the authority to access records of stolen firearms in the FBI’s National Crime Information Center (NCIC). The rule implements parts of the Bipartisan Safer Communities Act (BSCA) and allows FFLs to verify whether a firearm offered for sale has been reported as stolen before adding it to their inventory. Please see the updates to the FLHSMV eCitation and Appendix C statutes.
FLHSMV will no longer accept "CD" in the state fields for Canadian records. Going forward, both the COC and LEA will need to enter the specific Canadian province in these fields. Appendix A is being updated to list the acceptable provinces. FLHSMV must implement this change by August 22, 2024, in compliance with federal requirements. This update affects Florida’s reporting of Canadian CDL drivers and also impacts federal highway funding. Once the programming update is complete, COCs will encounter an error if "CD" is submitted in the state fields. This change will not affect records with an offense date before the go-live date, as they will continue to be updated in the current manner. Executive Summary: The 2024 Florida Statute Table (Arrest and Clerk versions) has been updated and is now available on the Florida Department of Law Enforcement (FDLE) website. The revised Table contains changes made by the 2024 Florida Legislature during the Regular Session.
New laws are included on the Statute Table. The Effective Date column identifies those statutory changes with a July 1, October 1 or January 1 effective date. Repealed laws are removed from the Arrest Statute Table version and are noted on the Clerk Statute Table version for historical purposes. The Arrest Statute Table version, used by law enforcement agencies, contains only the current arrestable offenses. The Clerk Statute Table version contains the arrestable offenses in addition to statutory history, such as when a statute was repealed or renumbered. The Changes Only Table contains all additions, deactivations, and corrections made to the Statute Table since its last update. All versions are available for download from the FDLE website in Excel and PDF formats.

This notification is sent to you from the FDLE Criminal Justice Information Services (CJIS) Division. It is to inform you the Computerized Criminal History (CCH) system will not be available from 2130 until 2230 on Thursday, October 24, 2024. Identity information (name, race, sex, DOB, etc.) and Florida criminal history records may not be available during this time. Rapid ID users may only receive the SID number of identified individuals. DNA Confirmation users should use manual forms for submission of DNA until the system is back in full service. No responses will be returned on BIS transactions submitted during the maintenance period. Submitted BIS transactions will be queued and processed once the maintenance is complete. |

MBIS Downtime for CWCS Customers

The Florida Department of Law Enforcement (FDLE) is pleased to announce that the new Multi-Biometric Identification System (MBIS) is scheduled for implementation on February 23, 2025. To facilitate the implementation, FDLE’s Criminal History Services Section will hold processing for all incoming fingerprint-based applicant transactions beginning on Friday, February 21, 2025. Any transactions submitted after this time will be queued until the new system is live, which we expect to be complete on the afternoon of Monday, February 24, 2025. Please allow for additional processing time for all submitted transactions during this implementation. As a reminder, the only impact during the downtime will be delayed responses. Customers can continue to submit during the implementation. |

Summary: Following a 2014 change in federal law, the Florida Department of Law Enforcement began offering a service to perform background checks for law enforcement agencies prior to the return of a firearm in the agency’s custody. These record checks include queries into data systems law enforcement agencies already use with an additional query into the Federal Bureau of Investigation’s (FBI) National Instant Check System (NICS) Indices; a limited access database of persons who have been pre-qualified as ineligible to purchase or possess a firearm under federal or state law.
