ELVIS updates and GRID card update - July 2, 2025

This morning, we pushed an update to ELVIS that contained many bug fixes as well as some changes. First and foremost, for those agencies using grid cards, anyone with a grid card older than 12 months will begin seeing a warning on July 2nd that their grid card has expired and they have 30 days to generate a new grid card. This functionality works exactly like the password expiration warning. It will appear at the top in a yellow banner. Similar to passwords, users that sign in using an expired grid card will be forced to generate a new grid card before they can access the rest of the system. Secondly, some functionality that is outside of the scope of our grant funding has been removed. The entirety of our funding comes from the Florida Department of Transportation through a NHTSA grant to improve traffic records (specifically crash and citation records) by providing driver license and vehicle record exports to law enforcement officers so they can both view and (ideally) import those records into their forms. Anything outside of the support of that mission is technically outside of the scope of the project. It's worth noting that these were good and worthy features that we and many of our agencies all loved. Unfortunately, they required both software maintenance and hardware demands (CPU, bandwidth, etc.) beyond what we could continue to support. As such, we've removed them, but they may resurface again in the future if we have an opportunity to expand our funding and/or the scope of our grant. These features are: - Partial Tag/Name searches inside old ELVIS records
- Public Notes (for both drivers and vehicles)
ELVIS is a three-person team that supports over 290 law enforcement agencies across the state of Florida by providing FCIC/NCIC access free of charge thanks to our grant funding, and we want to continue to serve as many of our users as efficiently as possible within the scope of our grant. We encourage all of our agencies to continue letting us know any time you have a feature request, and we will continue to do our best to make ELVIS the best product we can. We may not be able to support every feature asked for, but we will absolutely try. SAFE Designation on Motor Vehicle Registrations

Pursuant to HB 341 enacted by the 2024 Florida Legislature, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is implementing a new optional designation on motor vehicle registrations—referred to as the SAFE designation. This designation allows applicants to voluntarily indicate on their registration(s) that they are, or are the parent or legal guardian of a child or ward who is, a person with special needs, including developmental disabilities or mental illnesses. The purpose of the SAFE designation is to promote communication awareness during interactions with law enforcement or first responders in emergency or crisis situations. The SAFE designation will be visible only to authorized law enforcement agencies and will appear on the registration detail screen. The SAFE designation is available to agencies/users who have been granted the role of “View Developmental Disability and/or Deaf or Hard of Hearing” in the DAVID system. |

Senate Bill 914 – New Driver License and Identification Card Number - Pilot Starting this WeekEffective 07/12/2024
In 2022, legislation was passed that amended Florida Statute 322.14(1)(a), requiring that the distinguishing numbers assigned to a driver license (DL) and identification (ID) card contain a minimum of four randomly generated digits. The format of the DL/ID will remain the same (i.e., S514-018-94-759-0), however, it will no longer use a formula to determine the numbers assigned to each customer. A customer’s record can be retrieved when a search is conducted using the old or new number; however, the new number is the number that will be displayed. *See Technical Advisory (TA) DL 24-007 attached for more details.

Subject: House Bill 351 - Dangerous Excessive Speeding
Chapter 2025 – 351, Laws of Florida has established 316.1922(1)(a) and (1)(b), Florida Statutes, defining dangerous excessive speeding. This includes operating a motor vehicle in excess of the speed limit by 50 mph or more; or at 100 mph or more in a manner that threatens the safety of other persons, property, or interferes with the operations of any vehicle. The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is actively working to develop and deploy these changes in our system to accept the new Florida Statutes and the associated violation codes. Until this deployment is complete, FLHSMV has notified and requested all Florida E-Citation vendors, Clerks of Court, and FCCC to update their system with the new Florida Statutes and violation codes, enabling Florida Law Enforcement Agencies to issue citations and allowing courts to process them. Please note that the Appendix C will not be updated until programming is fully implemented by FLHSMV. If you have any questions, please reach out to your agency’s E-Citation vendor. |
