The Union is pleased to share the results of our collective bargaining session for this wage reopener. As a reminder, this year we negotiated with the Sheriff’s Office pursuant to the 2020-2023 Agreement, under the first wage reopener. Under Sheriff Gualtieri, the Sheriff’s Office and the Union have agreed to the following very positive new contract terms: General Wage Increase: All members will receive a GWI of 3% effective on October 1, 2021. Any member who is not currently topped out will also move to the next available step on his or her anniversary date. As a result, members will receive a raise of between 3% to 11.16% during the next fiscal year. Steps: Regarding steps, the Sheriff’s Office has agreed to eliminate the second to last step (Steps 16, 6, and 4, respectively) for each rank. As a result, effective October 1, 2021: • a Deputy will max out at year 16, rather than year 17; • a Sergeant will max out at year 6, rather than year 7; and • a Lieutenant will max out at year 4, rather than year 5.
FTO Pay: In order to encourage excellent personnel to continue to apply for and serve as Field Training Officers, the incentive pay will be adjusted. Effective no later than October 1, 2021, instead of a flat $1,950.00 per year, each FTO, regardless of rank, shall be paid five percent (5%) of their base salary. Every current FTO benefits under this plan. If that adjustment went into effect today, an FTO would earn between $2,638 and $4,653; depending on his or her base salary. Health Insurance Costs: Although the cost of members’ health insurance plans has gone up, the Sheriff’s Office will absorb these new costs. Poker Run Volunteers Needed Benefiting Magli family

We are looking for volunteers to assist with a poker run benefiting the Magli family on 5/22 to work the stops, help with card pulls and record the scores. They’re all North Pinellas/Pasco as of right now. It’s between 0900 and 1500 but smaller timeframes can be coordinated. Anyone available and want to help? The PBA and the Sheriff’s Office are continuing to negotiate in good faith regarding the upcoming fiscal year’s new wages for members. The new wages and benefits we are discussing are for the upcoming fiscal year, which begins on October 1, 2022, and ends on September 30, 2023. The parties have formally met twice and have thoroughly discussed competitive offers and counteroffers with the Sheriff. Both parties anticipate a meaningful wage increase for every member. We will keep you updated as we get closer to finalizing the negotiation process. Before the final offer is sent to a vote, the PBA will prepare and disseminate a thorough executive summary which will explain the new wages and benefits. |

Executive Summary for Members: PCSO Collective Bargaining Agreement October 1, 2022 – September 30, 2023: Wage Reopener 2
Sun Coast PBA is pleased to share the results of our collective bargaining session with the Sheriff’s Office.
As a reminder, this year the PBA negotiated with the Sheriff’s Office pursuant to the 2020-2023 Agreement, under the second wage reopener provision. In other words, this negotiation was solely about salaries for the upcoming fiscal year. The PBA and the Sheriff’s Office have agreed to the following very positive new terms, which include:
Pay Plan: The new step plan for all members goes into effect on October 1, 2022. All steps in all three steps plans (deputies, sergeants, and lieutenants) have been increased. Additionally, any member who is not currently topped out will also move to the next available step on his or her anniversary date. Deputies: A starting Deputy will make $57,200, and a topped-out Deputy will make $86,519. As a result, members will receive a raise of between 7.76% to 13.43% during the next fiscal year. Chart attached which shows the exact dollar amount of each step. Sergeants: A starting Sergeant will make $86,983, and a topped-out Sergeant will make $98,690. As a result, members will receive a raise of between 6.05% to 11.53% during the next fiscal year. Chart attached which shows the exact dollar amount of each step. Lieutenants: A starting Lieutenant will make $98,860, and a topped-out Lieutenant will make $115,107. As a result, members will receive a raise of between 6.01% to 14.71% during the next fiscal year.
Secondary Employment, Non-Holiday: Effective October 1, 2022, the Sheriff’s Office will increase secondary employment rates for members. Lieutenants will make $62/hour. Sergeants will make $59/hour. Deputies will make $56/hour. On holidays, these rates will increase (see below).
Secondary Employment, Holiday: Effective October 1, 2022, the Sheriff’s Office will increase secondary employment rates on holidays for members. On holidays, Lieutenants will make $72/hour. On holidays, Sergeants will make $69/hour. On holidays, Deputies will make $66/hour.
New Sheriff’s Office Holiday: Beginning this year, effective July 1, 2022, the State of Florida designated May 1 of each year as “Law Enforcement Appreciation Day.” The Sheriff’s Office is taking this a step further, making the May 1 annual “Law Enforcement Appreciation Day” into a paid Sheriff’s Office holiday.
Dry Cleaning Allowance: Currently, members receive a $150 dry cleaning allowance. Effective October 1, 2022, that amount will increase to $250.
Health Insurance Costs: The Sheriff’s Office is self-insured. Due to increased costs and claims, the cost of members’ health insurance has gone up substantially (by approximately $3,200,000) for the upcoming fiscal year. The Sheriff’s Office has agreed to absorb all of these new costs instead of passing on substantial premium increases to you. Additionally, the Sheriff’s Office has agreed to decrease members’ out of pocket costs, with expenses like x-rays and lab work to $0 co-pay, and imaging expenses like CAT scans and MRIs to a $100 max co-pay. Both the Platinum and Gold plans will see substantial deductible decreases. |

The Bylaws of the Sun Coast Police Benevolent Association, Inc. (PBA) ARTICLE I MEMBERSHIP Section 1. The Board of Directors of this Association shall have the power to appoint individuals to active, honorary, auxiliary, life, retired, guardian and tactical medical professional membership. Section 2. The classes of membership in this Association shall be as follows: A. Active Members shall be those persons who are presently serving as full time employees as described in Section 2 of Article II of the constitution. B. Auxiliary Members shall be those who hold part time positions in the same service as active members. C. Honorary Members shall be those persons who are not eligible for active membership in the Association, and who have shown outstanding support for this Association and its members. D. Life Members shall be those active individual or retired members of the Association who have earned the respect and admiration of the Association and its members. Life members of the Sun Coast PBA may be appointed by the Board of Directors. E. Retired Members shall be those persons who have honorably retired from law enforcement. F. Certified School Guardian Members shall be those employees of a school district or charter school who are: (i) hired for the specific purpose of serving as a School Guardian; (ii) who are authorized by Florida law pursuant to the Coach Aaron Feis Guardian Program; (iii) who remain certified and in good standing with the relevant Sheriff’s Office and the relevant School District or Charter School; and (iv) who, on an annual basis, or on demand by SCPBA at any time, provide SCPBA with a copy of their School Guardian Certificate issued by the relevant Sheriff’s Office. This membership category shall not be available to School Resource Officers, School Safety Officers, Contracted Private Security Guards, or to any school employee who volunteers to serve as a school guardian in addition to their official job duties.
A Certified School Guardian, as a condition of their membership with SCPBA, and by submitting this application, affirms and agrees that they have no authority to act in any law enforcement capacity, except to the extent necessary to prevent or abate an active assailant incident. On August 8, 2022, the Florida Police Benevolent Association authorized the inclusion of Certified School Guardians to the Union for the limited and sole benefit of accessing the Florida Police Benevolent Association’s Legal Defense Benefit, as defined and limited by the Florida Police Benevolent Association in its sole and complete discretion. These Certified School Guardian Members shall accrue no other benefit from their membership in the SCPBA or the Florida Police Benevolent Association; including no right to any Internal Affairs representation.
F.G. Tactical Medical Professional Members shall be those persons, as defined in and acting pursuant to Florida Statutes section 790.25, as modified by Florida House Bill 487, effective July 1, 2019, who are paramedics, as defined in s. 401.23, physicians, as defined in s. 458.305, or osteopathic physicians, as defined in s. 459.003, who are appointed to provide direct support to a tactical law enforcement unit by providing medical services at high-risk incidents, including, but not limited to, hostages incidents, narcotics raids, hazardous surveillance, sniper incidents, armed suicidal persons, barricaded suspects, high-risk felony warrant service, fugitives refusing to surrender, and active shooter incidents. On September 1, 2020, the Florida Police Benevolent Association authorized the inclusion of Tactical Medical Professionals to the Union for the limited and sole benefit of accessing the Florida Police Benevolent Association’s Legal Defense Benefit, as defined and limited by the Florida Police Benevolent Association in its sole and complete discretion. These Tactical Medical Professional Members shall accrue no other benefit from their membership in the Association or the Florida Police Benevolent Association; including no right to any Internal Affairs representation. |
