The Bylaws of the Sun Coast Police Benevolent Association, Inc. (PBA)
ARTICLE I
MEMBERSHIP
Section 1. The Board of Directors of this Association shall have the power to appoint individuals to active, honorary, auxiliary, life, retired, guardian and tactical medical professional membership.
Section 2. The classes of membership in this Association shall be as follows:
A. Active Members shall be those persons who are presently serving as full time employees as described in Section 2 of Article II of the constitution.
B. Auxiliary Members shall be those who hold part time positions in the same service as active members.
C. Honorary Members shall be those persons who are not eligible for active membership in the Association, and who have shown outstanding support for this Association and its members.
D. Life Members shall be those active individual or retired members of the Association who have earned the respect and admiration of the Association and its members. Life members of the Sun Coast PBA may be appointed by the Board of Directors.
E. Retired Members shall be those persons who have honorably retired from law enforcement.
F. Certified School Guardian Members shall be those employees of a school district or charter school who are: (i) hired for the specific purpose of serving as a School Guardian; (ii) who are authorized by Florida law pursuant to the Coach Aaron Feis Guardian Program; (iii) who remain certified and in good standing with the relevant Sheriff’s Office and the relevant School District or Charter School; and (iv) who, on an annual basis, or on demand by SCPBA at any time, provide SCPBA with a copy of their School Guardian Certificate issued by the relevant Sheriff’s Office. This membership category shall not be available to School Resource Officers, School Safety Officers, Contracted Private Security Guards, or to any school employee who volunteers to serve as a school guardian in addition to their official job duties.


A Certified School Guardian, as a condition of their membership with SCPBA, and by submitting this application, affirms and agrees that they have no authority to act in any law enforcement capacity, except to the extent necessary to prevent or abate an active assailant incident. On August 8, 2022, the Florida Police Benevolent Association authorized the inclusion of Certified School Guardians to the Union for the limited and sole benefit of accessing the Florida Police Benevolent Association’s Legal Defense Benefit, as defined and limited by the Florida Police Benevolent Association in its sole and complete discretion. These Certified School Guardian Members shall accrue no other benefit from their membership in
the SCPBA or the Florida Police Benevolent Association; including no right to any Internal Affairs representation.


F.G. Tactical Medical Professional Members shall be those persons, as defined in and acting pursuant to Florida Statutes section 790.25, as modified by Florida House Bill 487, effective July 1, 2019, who are paramedics, as defined in s. 401.23, physicians, as defined in s. 458.305, or osteopathic physicians, as defined in s. 459.003, who are appointed to provide direct support to a tactical law enforcement unit by providing medical services at high-risk incidents, including, but not limited to, hostages incidents, narcotics raids, hazardous surveillance, sniper incidents, armed suicidal persons, barricaded suspects, high-risk felony warrant service, fugitives refusing to surrender, and active shooter incidents. On September 1, 2020, the Florida Police Benevolent Association authorized the inclusion of Tactical Medical Professionals to the Union for the limited and sole benefit of accessing the Florida Police Benevolent Association’s Legal Defense Benefit, as defined and limited by the Florida Police Benevolent Association in its sole and complete discretion. These Tactical Medical Professional Members shall accrue no other benefit from their membership in the Association or the Florida Police Benevolent Association; including no right to any Internal Affairs representation.
